The Department of Justice and Community Safety is seeking an Assistant Commissioner, State Operations to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
The Readiness, Response and State Operations (RRSO) division helps keep Victorian communities safe by leading the state's emergency readiness and response. It works closely with emergency services, government departments, and partners to ensure emergencies are managed in a coordinated and effective way across local, regional, and state levels. This is supported through the operation of the State Control Centre as a 24/7 facility. RRSO supports planning, coordination, and decision making before, during, and after major emergencies such as natural disasters and other emergencies impacting Victoria. By strengthening systems, building capability, and supporting agencies to work together, the portfolio contributes to a safer and more resilient Victoria.
About the Role
The Assistant Commissioner, State Operations, is responsible for planning, coordination, and decision making before, during, and after major emergencies such as natural disasters and other significant events.
The role leads operations at the State Control Centre, which includes the implementation of the revised Operating Model and leadership of several teams, including the:
  • State Watch Desk and Centre Operations team, that provides Victoria with tactical level intelligence and communications, situational awareness and assurance that the State Control Centre is always ready to respond to emergencies.
  • Workforce Support team, that provides oversight of capability and capacity, safety and wellbeing, lessons management and workforce planning.
  • Control, Co-ordination and Governance team, that develop and communicate doctrine; directly support State Response Controllers and the Emergency Management Commissioner, and monitor and support control arrangements.
The successful candidate will:
  • achieve high standards of performance, accountability, collaboration, and demonstrate a strong commitment to a positive culture and the development of staff.
  • Provide leadership, direction and planning to ensure the effective delivery of statutory accountabilities.
  • Lead service delivery, major projects and initiatives, which includes the operation, resourcing, planning, reporting and financial management of the State Control Centre.

About you
To be successful in this role, you will have:
  • Demonstrated senior level experience leading teams in complex operating environments and ensuring the highest standards of delivery.
  • Exceptional communication and interpersonal skills, with the ability to effectively engage, influenc e and build trusted relationships with staff, senior executives, stakeholders, sector partners and community representatives.
  • A strong understanding of the processes and levers that apply to Government.
  • Experience in emergency management is desirable.
Qualifications/requirements
  • A relevant tertiary qualification(s) in an appropriate discipline is desirable.
