This role works closely with a range of stakeholders to gather, interpret and translate reporting requirements into practical data and reporting solutions. Key responsibilities include data analysis, business understanding, report development support and strong communication to enable effective collaboration and service delivery.
About the Department
The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.

The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.

The division also coordinates communication and consultation with local communities about their school building projects. They develop graphic design and video content, manage our social media channels, lead organisational customer service reform, distribute our e-newsletters and organise ministerial and other events for our projects. The Division also leads the organisational customer service reform and uplift program.

About the Role
Reporting to the Manager – Business Systems, the Analyst – Data & Reporting provides comprehensive support for data utilisation, reporting, and business intelligence products. As a valued member of the team, the Analyst supports the delivery of reporting and data solutions by identifying, interpreting and responding to evolving business needs and evidence requirements. The role promotes evidence-based outcomes and contributes to effective operational and strategic decision-making.
Specifically, the role involves:
  • Acting as a key point of contact for gathering, understanding and clarifying reporting requirements from a range of stakeholders.
  • Liaising with stakeholders to follow up on reporting queries, priorities, and requirement clarifications, while sharing information effectively and maintaining strong working relationships.
  • Providing regular updates to stakeholders on report development progress and implementation activities.
  • Supporting the Data Insights team in defining report requirements and providing clarification during reporting implementation.
  • Developing and maintaining an understanding of VSBA systems, including Oracle Primavera Cloud, Oracle Aconex, Oracle ERP and IBM Maximo and the associated business processes.
  • Contributing to process improvement initiatives, including the development and maintenance of data dictionaries, knowledge base materials and supporting documentation.
  • Developing fit-for-purpose reports, dashboards and visualisations using tools such as Power BI and SSRS to support data-driven decision-making.
  • Analysing data using standard tools including SQL Server, Access, Excel, SSRS, Power BI and Oracle.
  • Conducting end-to-end testing, troubleshooting and validation of reporting solutions, including the development of QA documentation such as test cases and test scenarios based on business and functional requirements.
  • Monitoring stakeholder needs and responding to issues in a timely, professional and solutions-focused manner.
  • Working collaboratively with stakeholders and team members, while showing respect for different working styles, perspectives and ideas.
  • Contributing to continuous improvement by identifying and implementing changes to work methods that enhance outcomes, quality, accuracy and timeliness of service delivery.
  • Taking responsibility for resolving stakeholder issues promptly and appropriately.
  • Undertaking other duties as required.

The ideal candidate will possess:
  • Strong analytical skills, with the ability to interpret data, identify trends, and support evidence-based decision-making.
  • Experience in gathering, validating, and translating business and reporting requirements into practical reporting solutions.
  • Demonstrated experience in developing and maintaining dashboards, reports, and visualisations using tools such as Power BI, SSRS, SQL, Excel, and Oracle-based systems.
  • Well-developed stakeholder engagement and communication skills, with the ability to build effective working relationships with technical and non-technical stakeholders.
  • Sound understanding of testing, troubleshooting, validation, and documentation, including the development of test cases, test scenarios, and supporting knowledge materials.
  • A collaborative, proactive, and customer-focused approach, with strong attention to detail and a commitment to continuous improvement, data quality, and timely service delivery.

Desirable
Qualifications and Experience
  • Relevant tertiary qualification in IT, data analytics, business systems, business analysis, or a related field, or equivalent experience.
  • Demonstrated experience in business intelligence, reporting, and requirements gathering.
  • Experience working with Power BI, SQL, SSRS, Excel and Oracle-based environments
  • Experience in testing, troubleshooting, and validating reporting solutions.
  • Strong stakeholder engagement, communication, and documentation skills.
  • Experience with Oracle Primavera Cloud, Oracle Aconex, Oracle ERP and IBM Maximo is desirable.
  • A strong focus on data quality, continuous improvement, and customer service.
