Promotions based on merit are rare but there is a salary review process that an employee can list their duties performed and demonstrate they are the criteria for a higher level position. For Example, a level 6 position does not include managing staff therefore if a staff member on that level did, they could apply for a position upgrade.Without the support of a division ED, the application seems to always be rejected.
