Management should taking management side and should focus on the issue and deal with issues accordingly.
If you speak up you get targeted as they don’t want staff who speak the truth.
They enjoy hiding everything under a carpet and literally are use to getting away with the way they treat other employees.

Communicate with them more, encourage their development rather than just talk about it be proactive and give people a go that want to be promoted.
