Ozcare are on the lookout for a commercially astute and forward-thinking Development Manager to join our Construction & Property team.

In this role, you’ll lead the planning and delivery of a diverse portfolio of development and capital works projects across aged care, retirement living, residential and mixed-use environments - helping deliver spaces that genuinely make a difference in people’s lives.

The Opportunity

Reporting to the Group Manager – Construction & Property, this is a key leadership position where you’ll drive end-to-end development outcomes - from opportunity identification and feasibility through to delivery.

You’ll operate at the intersection of strategy, commercial analysis and project execution, working closely with internal stakeholders, government bodies and external partners to deliver high-quality, future-focused developments.

Your responsibilities

Driving Growth & Strategy

  • Identify and assess new development opportunities aligned with long-term growth objectives
  • Lead feasibility studies, business case development and due diligence processes
  • Secure development sites and contribute to portfolio planning

Leading Project Delivery

  • Oversee the full lifecycle of major development and capital works projects
  • Manage consultants, contractors, approvals and timelines
  • Navigate planning, regulatory and compliance frameworks to ensure successful delivery

Commercial & Financial Oversight

  • Prepare Board-level reports, investment models and capital forecasts
  • Monitor project performance, budgets and risks
  • Identify funding opportunities to enhance outcomes

Stakeholder Engagement

  • Build trusted relationships across internal teams, external partners and authorities
  • Provide clear, high-quality reporting and insights to senior leadership
  • Champion collaborative, client-centred development outcomes

About You

You’re a capable and confident development professional who thrives in complex environments and enjoys balancing strategic thinking with hands-on delivery.

You’ll bring:

  • Relevant qualifications in Construction, Engineering, Project Management, Business or similar
  • Proven experience (8+ years) delivering large-scale property or capital works projects
  • Strong commercial acumen, including feasibility, financial modelling and ROI analysis
  • Solid understanding of planning, regulatory and governance frameworks
  • The ability to manage multiple projects and stakeholders simultaneously

Nice to have:

  • Experience in aged care, health, or community infrastructure
  • Exposure to town planning, master planning or commissioning projects
