About the Group
The Operations Group delivers frontline customer services to Victorians and the public service. It maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery. The Onboarding Branch is responsible for the planning, evaluation and transition of demand into operations. The branch will develop onboarding approaches and manage the transition of shared services into the operations group.
About the Role
The Onboarding Change Manager leads strategic change initiatives to support the delivery of shared services within the Department of Government Services. This position plays a key role in delivering change and engagement activities to embed change within operational areas and achieve strong user adoption. The role focuses on the people side of change, including business processes, systems, organisational structures, and training. The role will work closely with the Departments communications team.
Key Accountabilities

Develop and execute a comprehensive change management strategy, including communication, training, and stakeholder engagement plans such as meetings, workshops, focus groups, training sessions and presentations. Working closely with the department communications team.

Establish and maintain strong networks with a range of key stakeholders across DGS and departments. Use these relationships to actively promote and drive change adoption.

Conduct Change Analysis and Change Impact Assessments using change methodologies to support change management activities.

Measure and report on the effectiveness of change management activities. Use feedback and data to adjust strategies and ensure continuous improvement
About You
To be successful in this role, you will need to possess the following attributes:

Strong strategic planning and business planning skills aligned with organisational frameworks and long-term goals and strong demonstrated experience in developing and managing comprehensive change management strategy.

Thought leadership in onboarding, with the ability to assess broader risks, context and stakeholder needs.

Strong senior stakeholder engagement and relationship management skills.
-
Ability to develop and implement strategic onboarding frameworks and plans.
-
Focus on addressing systemic issues and delivering sustainable, long-term outcomes.
This role is fixed term for two years. This position is only open to applicants with relevant rights to work in Australia.
