About the role
Reporting to the Senior HR Business Partner, the HR Consultant (HR Advisor - VPS4) contributes towards the effective service delivery of HR services, systems and processes. Through cross-functional collaboration, the HR Consultant provides high quality support, advice and services regarding people management matters and HR policies, procedures and best practice. Fostering a culture of high performance, they will drive innovation and improvement and enable consistent, effective, and best-practice people management aligned to organisational objectives.
As a member of the HR Business Partnering team, you will be working closely with managers and stakeholders, providing practical advice, guidance and solutions on a broad range of people matters.
This role is integral to ensuring HR policies, systems and processes are applied consistently and effectively. Through strong cross-functional collaboration, you will contribute to building capability in people management across the department.
Key responsibilities
- Provide timely and accurate advice to managers on HR policies and procedures and workplace relations matters.
- Support the implementation of HR initiatives, programs and frameworks across the organisation.
- Contribute to the consistent application of people management practices aligned with organisational policies and legislative requirements.
- Partner with stakeholders to identify and address workforce needs and people-related challenges and support the end-to-end case management of HR matters.
- Support workforce planning, recruitment and organisational change activities.
- Maintain accurate HR records and contribute to reporting and data insights.
About you
You are a proactive and solutions-focused HR practitioner who enjoys working collaboratively and supporting others to achieve great people outcomes.
You will bring:
- Experience providing HR advice and support across a range of people matters.
- Strong understanding of HR policies, procedures, and relevant employment legislation.
- Strong stakeholder engagement skills, as well as strong written and verbal communications skills.
- Ability to manage competing priorities and deliver high-quality outcomes in a fast-paced environment.
- Strong attention to detail and commitment to continuous improvement.
A tertiary qualification in a relevant field is desirable, but not essential.

The People Strategy and Operations (VPS) Division is responsible for the department's human resources policies and services for the department's Victorian Public Service (VPS) workforce. It provides end-to-end people services, strategic workplace relations advice and support, employee learning and inclusion programs and support, workforce data analytics and strategic planning, and manages corporate office working places and environmental sustainability.
About the Branch
The HR Policy and Strategy (VPS) Branch is responsible for providing strategic HR and workplace relations advice and support for the department's VPS workforce. The branch develops human resources policies, programs and strategies to recruit and support a high performing workforce, whilst promoting best practice and compliance with relevant legislation. In addition, the branch provides strategic advice and recommendations on workforce issues relevant to the department and the Victorian Public Sector more broadly.
